Can I closed down my account?

No, if you are going to leave you have to be ok with others attacking your ever-flowing abundance of resources.

It won't affect you anyway once you delete the app, it's not like you will get notifications

I have the exact opposite problem, can I register a new account on a banned device? Because in the FAQ, i read that you can, but i do not know how.

Oh and you cannot close your account down. sorry if i am wrong, but im guessing you are a level 1-3 if you joined 3 days ago.. so you wont get attacked, and it wont matter to you anymore anyway.

as for jason, give ur account to a friend and delete the app! its really a fun game.you should stay!

Actually giving your account away would be against the User Agreement, so I wouldn't advise that. But if you have no interest in playing anymore then just turn off notification or delete the app. But there is no way to delete your account

As for Mike, the device was most likely banned for a reason, support doesn't give those out lightly. I suppose you could try getting in touch with support and ask them to lift the ban.
