How do you determine who attacks first in an alliance war battle?

It depends on the troop that are being used. If cavs are being used against cats, then due to base stats cavs attack first. But all equal, a defender attacks first.

The defender ONLY attacks first if his units are at the same stage of movement or faster than the attacker.

For example, if both sides's cats are going forward, the defender WILL strike first, but if the defender's cats are waiting whilst the attacker's cats are going forward, the attacker will strike first.

I have not tested this but would assume that if a defender's cats are going backwards but the attacker's cats are waiting, the attacker would strike first.
