Look if u want big army distribute army into sub cities amd Capture level 9 oasis th higher your level is, the more u will get. If your crop is -50k in each city that means u hve 9 hours of sleep
So if your level 16 u can build 20k cav and 50k cat if u have level 15 crop with enhancements. Also if u have far away cities use fort loops.
