High prestige boost (100k in 5 days)

Hi.
I have a question;
There is one guy next to my city, who has gone from 40 000 prestige, to 150 000 in less then 5 days, and he is always in war refuse.
I don't see how is that possible if he can't attack others (war refuse).
For that amount of prestige, he will have to build more then 9000 catapults, witch is 16 000 000 wood, 7 000 000 stone and 9 000 000 iron.
And on top level of barracks, it will take more then 7 days to produce that amount of army.
There is bunch of lvl. 1, lvl. 2, lvl 3 and lvl 4 forts around us, but I'm harvesting most of them on daily basis, and I haven't notice that anybody else is doing that.
He has couple lvl. 6 and lvl. 7 oasis and none captured forts as I cans see.
He has 4 additional cities, and they are all next to each other, except for one, that is next to my main city (he placed it there after i did same thing).
I have higher scout level then he, but I have newer seen more then couple troops in his cities (they can be on hunt, but to produce that amount of army to get that kind of prestige, there will at least once be more then couple units in his cities).
I have attacked him couple times before, and he was always way behind me, and he didn't show any significant strategic experience, because I have in several occasions manage to destroy almost double amount of his troops (compared to amount of my troops), with no losses (he was always present, because i paused some troops at beginning of fight).

Only way that I can see that he could get that amount of resources to build that kind of army is by using coins, but for that, he will need more then 1600 coins (that's at least one ultra package for 100$).

Please, if I'm missing something over here, explain it to me.

Farming forts in a good area can easily net 20k prestige per day, and I was only level 13-14 at the time. If he has a large army he could be hitting higher level forts than you, and multiple ones at the same time. It is very possible that he could be getting good hits on other players.

One - if he had 40,000 prestige, he was only level 10, a level 10 and a level 14's army can vary drastically
Two - he couldn't attack anyone if he's constantly in war refuse as the description says

But if he was smurfing himself he could stay a lower level to gain more prestige per unit while having a larger army.
And he could be doing a few 12 hours' protection then warp, then back and back into wr. Not that hard

I was thinking about contacting support, because it was kind of suspicious to me; biggest issue I had was how he could maintain that kind of army with just two crop oasis, but I think that I have accidentally figure out how; you just let them starve; you don't lose prestige if your troops die from starvation. And I think that he did just that, because he didn't actually have that large army (and I have already crashed half of his troops; tnx for prestige )

Actually, I'm now glad that he has build up that fast Now I have nice source of prestige and resources near by :D:D
He has gone out of "ware refusal" yesterday and instantly started to attack me, but I had all my troops on hunt, and he didn't; so I attacked back and destroyed decent amount of his troops (and get decent amount of resources), so he is now still at 150k prestige (he was higher, but he lost prestige), and I have gone from 80k to 130kn in 24h tnx to his troops and resources (plus some additional resource sources for building army).

I know that 100k a day is possible, just takes time to farm

You cant gain prez from attacking npc controlled forts or osias.
