Oasis Levels dropped during down time?

Were the oasis we occupied supposed to drop levels during the down time? Normally like everyone else we resign and then recapture them before 24hrs. but due to down time we couldn't?

the oases will have dropped a level. the only conscription is a crop consumption freeze and a full warehouse, you will have to recapture different oases if you want level 9 ones again
