Guy is spamming

There may be a creative way around this, if mutes/bans don't work in the long-term. Someone on my server created an alliance with a mission to replace world chat and have a safe, spam-free place. I think the alliance leaders have control over the selection process, much more than Haypi does. Heh. Thus alliance members can temporarily abandon WC yet still recruit those new to the game in need of help. A quick glance at wc and one knows who needs recruiting. Send them a pm or mail and let them know.
