Possible glitch, possible stupid user

WM7 which might be the issue right there.
Anyway, I'm still listed as 3rd Civilian, which I would understand being new but I'm past the 7 days of protection and have already plundered a few fellow cities and won...was my understanding that that is how one levels in this game?
I also bought coin that has yet to appear (but I'm taking that up with paypal) which might be related? Who knows. So should I be higher than 3rd Civilian (oh and yes all tasks are completed) or did I totally misunderstand how to play this game?

You have to manually level up. Task list- upgrade general title- get rewards.

It takes both prestige and treasure to upgrade your general title. Please make sure you also have the required treasure as well.

He is trying to level up from 3rd Civilian which I believe requires no Treasures.

I have double checked your account, and please finish tasks from scratch then the level up task will appear.

I didn't see that you have to manual acknowledge each completed task!

Tracy can you look to see if that was why my bought coin never appeared?

the WP7 platform it takes a short while for coins to come through due to the method of payment, however i am sure they are on there way soon
