Take all of his oases every day. This can usually be done with a single cav unit.
Scout his troops diligently. If you can't kill them, give his Coords to another general, one in your alliance, perhaps.
Let your alliance mates know this guy is harassing you. Perhaps they can help. If not, maybe find a stronger alliance to join.
Before logging out, sell all your resources so they can't be plundered. If you need to save them, sell at a very high price, so they won't be bought. Cancel the trade when you log back in to get the resources back.
If he attacks while you are logged in, use all resources that you can and donate the rest to your alliance, to ensure he can't take them.
Keep building traps. You get prestige for it and it kills his troops when he attacks.
Of course you get out of this game what you put into it. If this fellow is spending all his time scouting for troops, it is likely he is earning more prestige than you. This is natural. How can you avoid your troops coming out of production when you aren't prepared to attend to them? Get a calculator. Determine the build time in advance and decide how many To build so that they come off the line when you are ready to hunt them.
To be successful, you will have to master troop creation and build yourself an army. Only then can you truly take control of the situation. Once you have an army, you not only have the element of surprise, but you can proactively engage your enemy.
In the meantime, try upgrading your scout level until it's max level. Likewise, upgrade your cranny to protect resource accumulation while you are offline.
To be honest, I can not sympathize with your plight. The options you have are virtually limitless, and cannot be listed in full, here. If you intend to stick with the game, you must be clever, and resourceful. Consider his level, whether his cities are upgraded. Does he keep his subs hidden? Can you find them and reveal them to a friend to steal? Don't forget, he may only attack your cities 5 times in one game day. Figure out when he is active, and attacking you. Devise your strategy around this. It doesn't require much to cripple someone when they're offline, as you well know.
