Whiskey Tango Foxtrot? What's Up With the Level 10 Oases?

Ok, something I've noticed after the past 2 weeks is that level 10 Oases are popping up like weeds. (Not that I'm complaining)

I had never personally seen a level 10 until two weeks ago, and now I've got at least 4 within 15 squares of my home city.

Has there been a change with the servers, or something to do with the server merge or the PVP tournament?

They made it so that everyone can have lvl 10 oases. So yes, lvl 10 oases are easier to find/get.

This happened right before the tournament, so it could possibly been added (timing wise) to give certain players that extra achievement boost to get into the pvp with the raised requirements. Maybe not but it's just a thought about the timing of this update.
