The higher your scouting the better your scouting reports will be. If the person you're scouting Has higher scouting it will not be precise. But if they're lower your report will be better

Also, if the person has a scouting level equal to yours it wont show anything either.

False. If it's equal, you get to see treasure enhancement levels and general amounts of troops
