From a realistic point of view the OP makes sense. But you have to think about it from a gaming perspective. In a game, most things you do should have some sort of cost, otherwise it would make the game to easy. Like Vill said, Haypi is all about management. Deciding wether or not to spend a resource (workers in this case) is always a tactical decision, which makes up the core of this game.
Another problem with the idea is that you would have to have a cap on how many workers can be in a city at a time, otherwise players could mass 1 mill people in a city then coin a huge army nearly instantly.
The idea has merit, but I don't think it works with Haypi.
