Exactly. What game have you guys ever played that did not release regular map/troop/equipment updates? Only one I can think of is a oldschool online ps2 game. I've never seen a game die down so fast because no online updates.

This would actually work. There are options for this.
1.) Disrupt enemy lines
- (say turrets are unworkable for # of turns based on spy amount/tech)
2.) Slow/stop City or troop productions - Amount of time stalled on production based on tech level or how many spies. If number great enough, could completely stop production.
3.) Steal resources
4.) Phantom spy - Sends gradual information on movement of troops, NEVER giving exact location of troops but such as "Invading far away lands, hunting, close invading trips, ect." That way carefully planned stealth attacks can be made.
- (MAX tech needed for this to prevent unfair advantages)
5.) Anarchy Artist - Spy uses unique skills and training to cause Anarchy amunst the land, temporarily stopping production of resources, population, and gold.
6.) Rise of the Resistance - Spy uses special government ties to rise a conspiracy, causing the town to Rebel, slightly lowering fort,town, oasis loyalty. Or maybe even causing certain amount of oasis's to be lost based on level/amount of spies.
Just some ideas.
More Ideas: Spy's can be countered by spy's. So before a spy can enter a city, it must fight off spy's in the city. What decides who wins is who has higher spy skill / more spies. So the purpose of spies isnt ruined, player wont be notified, nor will it tell whos spies went to war with his spies. He will get a mail saying his spies either successfully defended or if city was infatuated. Spy wont stay in city because the spy will have list of options, once used spy returns, and effect is caused.
