MUTEs with consequences

I suggested this a long time ago, but adina's right.

I think there should be a more universal (serverversal? lol) way of knowing when to mute. Maybe a tag would go on a person saying they'd been warned once, twice, or more... Not everyone follows what adina said and some people don't get that "send a ss to support" does not deserve a mute...not gonna say any names...
