Upgradable troop abilities

I was thinking and a new way to make the game more interesting is if we put a cap on attacking lower lvl players and you could only attack people that were two lvls lower than you and can attack any lvl higher than you. If this were to happen we could then make a troops upgrade, what I mean is you can upgrade your troops abilities. You could upgrade health, attacking range, and other abilities. If this were to happen the resources and time would have to be high and raise drastically per lvl so people can't absouletly terrorize other players. The abbilities would also be upgraded separately so you wouldn't be upgrading all the abbilities at once.
