Private chat unavailable for ha_'s

I think the private chat feature (and mail feature) should be unavailable for new players (the ha_ people). This way players will be unable to ask for refers via pm. And if they still try to ask for refers they'd have to do it via world chat, and by doing so they'll be told off by many people not to do that. Thanks!

yeah, that way all refers are made public.

but then the people with ha_s will complain that they can't send mail or pms....

Most of them don't even know what it is, and if they want to do it that bad, just have them do task 5 and make a name.
