yes, but there are exceptions to that, and i think haypi has been busy with other things going on, that hey havent had time to evaluate anyone....

Haypi evalutes experts regulary, but I have never heard of any exceptions?

well, im not 100% sure, but i think mintman was mod, then expert...well, asked to be mod, but expert is part of it.
