MAP... I NEED HELP

I need help... I'm very active, boss every 2hrs and always 4 dragons in explore but I only have 8 map pcs. What am I doing wrong?
I have less maps than low lvls who are barely active...

I got 10 pic of map already, but i'm not active for the boss lv because I think each boss and explore lv only can only 1 pic of map. I also want to know how to get all pic of map, is it reward lv can get map?
