Saw 2 lvl 4 synths on spinner this week and missed both after a few respins. Only ever seen 1 other in my whole time playing and missed that one as well.
Starting to get pretty annoyed....

Rewards are flat out horrible.

Saw one on Lava boss and the other on Angelo.

And yeah, they really need to improve rewards for bosses and reward levels in the new scenes. Boss 5 is pretty much pointless because of crap rewards and minuscule chance of getting Naughty.

Best advise is grind those Reward lvles

Heard rumors that lv4 synth pretty common in 1-15 (more than others at least), probably because of double chance with only 1 hour CD. I got mine in 4-45 at my 118th try [I kept track] in Update 1.3.

I finally got one today!!!! From 645, funny thing was i used my 34 lava, died, scored 300 on it got 0 stars. Spun wheel 1 time, BINGO. So now I know they are there post update.
