suggestion to for pvp ranking algorithm

The current pvp ranking doesn't seem very good.
And here's an algorithm you guys can use:

Although I think the current pvp system is horrible because if you do enough pvp and can win it doesnt matter what level you are you can be #1, and yes it needs to be fixed. But you suggestion is a little farfetched.
