Pelter's double damage

When a pelter is right on top of you or next to you, when they crackle it causes double damage to you. However if you are shooting, you can only cause single damage with your crackle. You arent bouncing, or falling. So why can NPC deal 2x damage just because they are standing in same place?
Makes H-13 aggravating when a pelter hits you for 900 total.

Ive tried many times to do the same back to them with no luck.

Please look into this, or whats the explanation?
Maybe my unluckies have spread out. LOL :?
