Troops Flea While Being Attacked

The version I had prior to the latest allowed me to send my troops hunting or dispatch them to another city WHILE being attacked. Once I upgraded to the latest version this went away. NOW, when I attack a user, specifically "" they use that same feature to move their troops out of the city I am attacking. He specifically has done this several times, its getting old, is no fair, and is wasting my time. Is this a known bug? Can we update the server to stop this from occurring in any version of the software?

He specifically has done this several times, its getting old, is no fair, and is wasting my time. Is this a known bug? You can move troops out while being attacked. Some ppl bait just to waist your time. And please, don't name names.
