remote server error!?

I have been having a very annoying bug for the windows phone 7. Lately every time I try to get into my city it a message comes up and says "remote server error. NotFound" I know that version 3.1 has been released but there is no way for me to download it. I uninstall the app, go to the marketplace to reinstall the app, and still my version is 3.03! I have even looked around through Google and can't find the link to 3.1 download!

Yeah I am having same issue, i have version 3.03, it shows 3.3 on the marketplace but no option to upgrade and if i uninstall and reinstall it still puts 3.03 in.
