Why is there 2 plant legendary when there's no ghost physical pyhic lengendary?

Haypi - it's great that you are lowering the requirements to get legendary monsters but ultimately unless you make it possible to get a breeding pair without forking out 1000 coins for the second one what's the point?

What i want to know is can I get a breeding pair of legendary monsters through just hard work. Or do I have to put in hard work and spend loads of money in the process?
