Sandstorm?

So I just unlocked a mystery talent from blocky and it is aid is only activates in a sandstorm, so where do I get a sandstorm exactly?

I think sandstorm refers to the weather...

There is a move that makes the weather into a sandstorm however The only monster that I know of that learns it is the legendary rock monster.

check Canyon levels, all of them have a Sandstorm. It does damage to all but rock types.
