Talent for flight

I'm pretty sure that's a bug and should be fixed. The talent description says something about adding damage when it doesn't deal enough damage. Idk if you've ever seen boulder against a rhor or poison leaves against pewg, but I'm pretty sure they deal enough damage and shouldn't get the boost from technician like they do now.

Anyway, for now technician is the best for flight imo, but own tempo could be really helpful if you use rampage. I really don't believe crits happen enough to warrant evade when there's better options for flight. So yea I'd go with own tempo or technician.
