Who is "Phoenix"

I mean its now almost a year since we saw pheonix in the game and all he is a boss in Sealed Space. Im not thinking about him cause forget him after months not playing sealed space so he is "dead" to me and in future update they will revive phoenix and make him catchable ( or quest reward ) and veterans will remember phoenix and he rises from the ashes >> metaphorical.
It can be 100% BS what i wrote but why would HM let us wait so long ?

I think Phoenix exists for the purpose he is serving right now... To keep us interested in the game and fantasizing about his release. I hope I'm wrong though....
