I think it would be more proper to suggest an alternative PvP section, where you can introduce such formats. Formats such as even limited to up to rare monster battles can only compete. This may have a different reward system. I think that can work.
But as for the suggestion, i think the mainstream PvP battles would have to still stay the same as it is now.

That will make the pvp more dead by separating it even more
