They should create scroll chests that you can buy for like 100k each or something so it's totally random

I don't see the point of it.
Most scrolls are already buyable in the Magic Shop, and I don't think scrolls like Gryphion or Leviathan should be obtainable via Silver.

There are already several ways to obtain scrolls, one of them being Gold/Crystal Chests.
