Solar Smite Bug

I encountered a Smiter with Solar Smite which is supposed to be stunned because it was exhausted after using the skill but it wasnt. I encountered it twice and still, it can make a move the next turn.

I tried it on Water Torrent if it has the same bug but it is working properly.

Please check Solar Smite as it is supposed not to make a move the next turn. Thank you!

Maybe you'r fighting the Smiter under the Scorching Weather?

I think that solar smite does not take a turn when under Scorching Weather
