Floor Requirements from 3rd-4th

Can someone just make it a little clear for me?
I know you need 15k prestige but what I don't understand is the other requirement.
I know it says you need to be within top 10% in pvp, but what is the total it takes that 10% from?

Top 10% of everyone on level 3.

So .1*x=t

x=total number of players on level 3
t= top ten percent
If you are in the top ### of players, you will be allowed to go forward.
Basically, make your way onto the top 100 for pvp and you should be fine.

i thought they meant to reach top 10 , like hell its impossible to reach that, thanks for clearing it up!

I got onto the fourth floor while being ranked around 300th in PvP
