Epic Scrolls

I have not seen a single epic scroll through all of my veteran mode runs. Is this just ridiculously bad luck or is there some type of glitch?

As I have not yet seen any scrolls either I have no choice but to assume it's intentional or there is some sort of glitch.

I've seen one once, I think they just made them really rare to get more mileage out of the rare tier monsters.
