How do I get better sealing cards?

I was just wondering because I'm only able to catch certain monsters like the lower level ones. I saw people talking about VIP seal cards but I'm VIP 6 and I don't receive any special cards.

I'm about to be on Tower 3.

There are no different types of seal cards as far as I am aware. So don't really worry about it.
