How to use scrolls

I have a slider scroll, and it seems to say >LV14 Kernel. I have one, at Lv 17, but it doesn't seem to let me select him. What is the scroll asking for? It seems like it wants on at a higher level than 14. On the same scroll it wants Octomom, at LV 21, but the scroll says >LV25. So I have both cases bound with higher lv and a lower lv, but it won't let me use either. How do I read this scroll? Thanks!

They cannot be in your combat slots, but they must be equal to or higher than the level written. They must also be the same evolution.

maybe you have it on combat or the monster is locked
