Paying in game money and or resources wouldn't be that bad of an idea, but straight up moving cities for free in my opinion would be a disaster... People will abuse it way to much, and it will make the game too easy and probably boring.

I do not really see how, if they set it up this way, this could be abused. This allows non-coin spenders the bonus of being able to move there cities without having to shell out for the massive number of coins required to do it otherwise...
