Oasis and fortified points are all highlighted white?

On server 74 these points are not highlighted red even when other troops are there. Why? The instructions say they should be.

when people occupy oases and forts they turn red. when they are unoccupied they are white. when they are your allies forts and oases they are yellow and your own forts and oases are green.

the troops you see in the oases and forts are a non playing computer which means you have to kill the non playing computers troops before occupying an oases or fort

If it's highlighted white it means it hasn't been occupied by any other player
