Beautiful idea, would like to see this become part of the game. I myself would like to change some of my current sub's.

I personally think the idea of having to spend coins to rename a city would be the best. Maybe even a small amount like 5 or even 10 coins would work. This would give Haypi the incentive to add this feature since, as we all know, they get money when we get coins.
If renaming cities became a possibility, then I think it would be interesting to have a "City History" feature on each sub as well. You could tap a button and it would take you to a page where you could see the previous owner(s) of the city as well as any names it had previously.

I love the idea because i have taken over some sub cities with some weird names before and would love to change them. I think it should cost like 2000 that way it is about the same price as it is to form a alliance.

Ok so there is ups and downs to this
Pros
You have the ability to change bad names
You can cities by position on map
You can have the names you want
Cons
-Stolen cities- especially coined cities the owner usually wants it back
-Could be changed to inappropriate names
-People would change names and port by their main to use it as a decoy for a better city stolen from them
