cant buy coins

Everytime I try to buy coins it says it cant find the PAYPAL LIBRARY. have tried uninstalling and installing again but nothing... is there any way to buy coins other than being IN the game?

I've had that problem I think its your internet connection,try getting near a wfi hotspot. And no other way besides ingame.
