Umm Yeah. You can take Lvl 10 forts at lvl 9 just not many do it.

1: Some people just don't like to level up (You get more pres at lower levels)
2: He/She could have took the fort from someone.

These ss are very blurry, bit it appears as if he has way too Many cavs for his pres level, which means he somehow cheated to get them. There are ways to do this, as we all know.

For the people talking about the lv 10 fort.....it is possible for a lv0 general with only 100 cats to take a lv10 fort with full defenses....just think outside the box. I can think of at least 3 different ways for him to accomplish this.

EDIT: I jut clicked the link and it is quite apparent from his prestige that he glitches his Cav army as that many Cav would mean he gains at least 200k pres...not to mention his warehouse is maxxed as well.....like someone before me said, if this bothers you, send those ss to support and they will handle it right and proper.
They may take their time about some things, but when it comes to people cheating them out of their dime, haypi moves with the quickness lmao

Not that much less. It's less than a tenth of the normal prestige value for the horses alone.
