No it is not. Of you raise the cap everyone has bigger armies... if you don't put the time and effort in now your army will always be crap even if you raise the cap. Btw I ran about 30k cavs and 40k cats which if you look across the average army size is well above average. No point raising the cap,

Your right with the pay to win part but there is no need to make the warehouses bigger.
