Actually that depends on the Expert. Most Experts I know have their own interpretation of rules and how it should be implemented (and I do not mean they are abusing their power). I have been told by one,like the Expert in your case, that avoiding the filer is ok as long as its not being used abusively while others prefer that you let the filter catch the word. Some would allow you to use "WTH" if its not directed towards anyone but some wont.
I digressed. Anyway, the reason it is hard to accuretly create a filter is that the words are searched by filter as a string. That is, filter search for (pardon me) "ass" but the filter can not comprehend if "ass" occurred in a word that just happens to have those characters in that succession or as an abuse.
