Cannot Occupy a Mine

I am attempting to attack a level 1 mine. I am a vice, the mine is unoccupied and not under attack. This pops up when I try to attack it. Can somebody please tell me what this means? (No speculations, either a direct answer or none. ;) )

(Note: it's not the "you don't have 1/3 of the troops" problem, when it is that it says so.)

If that's mine 1 then that's probably the problem... I can't scout or attack mine 1 :/

Thanks, the problem has been resolved; it has to do with alliance level. :)

Yeah certain alliance levels mean you can't attack lower level mines.

I know just not concentrating ATM
