Is it me, or has posts similar to this starting to become common.
Well, if the rule you mentioned was to be applied, I wouldn't be able to farm inactive that are lower then me in level are storing tons of resources. Those resources keep my troops alive while I at work. I suggest go War Refuse, farm forts, build like crazy and fight back. Ask your alliance to back you up as well. That's why you joined one.
As said time and again, this IS a war game. Fight or quit.
