It is actually one of the in game rules to not ask for refers, I know it may sound diffucult to obtain but it really isn't, ask ur friends or even co-workers to try the game tell as many ppl u can, one of them is bound to lvl up to at least lvl 4, offer them advice tips and tricks. Good luck on getting that task completed.
