This has always happened in battle, it's just the way they made the game. Like skydreamer said, use it to your advantage and try amd deke out your opponent. The only problem with changing commands at the last minute is when your app crashes/stalls which has been known to happen in battle. Short of that, a wise commander can manipulate his enemies maneuvers easily due to this intel.
Truthfully, it makes some sense. If I was an ancient general looking down on a battlefield, I'd likely see 50kcatapults turn around and retreat well before they started rolling backwards. Amd it would be tough to disguise a cavalry some 50k strong reversing their attention from archers to route some inf on the field. Therefore it's not completely unrealistic.
Personally, I've always been grateful for that bit of intel.

Always happens? Only occasionally happens for me :/ thanks tho and that does make sense

I'm guessing it occasionally happens because your opponents are only "occasionally" changing their commands mid turn.
Against npc troops, you will not see this, as they rush headlong into battle and don't change commands ever.

This reminds me....you may be surprised to know that even now, many people do not understand battle fully and that you can actually change commands and targets in battle. Sounds funny, I know, but sadly, I find it to be the case, often.

I know, I'm not clueless when it's comes to fights I know what I'm talking about when I mean in player vr player fights that don't just sit there and autocommand rush forward and I know the difference between players and npcs, and sometimes I often find myself commanding against 17s-20s So i sure hope that they know how to somewhat command O_O

But you are right it is weird that I don't always see them change immediately instead only at the new turn start

I think this has a lot to do with your connection in lag amount as well as your opponent...

If you change command at the VERY beginning of a turn they almost always see it. If you change with 10 sec left they almost NEVER see it. If you wait until less than 5 seconds a lot of time your command doesn't go through and you end up suiciding your troops doing a command you never wanted. That's what it has seemed like in my experience.
