Yes, you can get his scroll from any Veteran mode map.

Flicker's final evolution is pretty good. He's faster than the other really only viable fire-type (Draconius). I don't think it will be a bad investment to breed and train Ignightmare. However, if you want to train something else, Draco will be more than enough.

Yes, you can get his scroll from any Veteran mode map.
