How to get dragon scale

I remember seeing a dragon scale on a spin wheel in veteran the first time I beat jungle veterans. Now the question is where can I get dragon scale if I missed it the first time?

Level rush jungle vet or exp for dragon scale. It shows up occasionally, but more frequent in exp mode.
