I just fought someone in TLT Ladder with Devil. How? Is it a very rare random map drop like Angelo in HM1?

hi, i have angelo and devil too, i found them on frozen carvern 15 normal, maybe you fought me the other day lol, well i think its just random lol

Nope, 13% capture rate at lowest health, only hunt for them if you have 25 cards plus, I got lucky and caught it in 7 tries (Angelo).
