Crystal

Finally got 270 stars so I unlocked the first legendary "Crystal" I know you can't upgrade him, but is he worth leveling and using skill books on at all? Or just slip him? If he is I'd love a good build for him.

No. Crystal is not a keeper for your team. Don't waste time building him.

Crystal and all the other dragons for that matter is more at tophy than anything. They are weaker or on par with some epics but they cost 5 times as much to upgrade and you can't get more of most of them to upgrade for bronze silver or gold. So overall it's just an award for completing something, I personally used mine on enhancing some other monster since I don't keep monster I don't have any use for

Honestly opinion, crystal does have some major use in the game. So level him to 50. Don't put him in your regular pvp team. Don't sell him. When the time comes, you will find him handy and useful.

Yeah I put him on my team to go through frozen exp and some levels for swamp expert where you have to fight in a blizzard. He comes in handy with magical guard.
