I would say yes, from what I gather Fluctuate provides a HUGE buff when its active, and with creative monster management and Foresight you can manage to be on Buff more often than not.

The buff will also be a significant boost during Ladder and Bosses

Honestly, I would not recommend him because the buff occur in even rounds, so it will not help you in world boss.

Now, if you also need foresight to keep him competible, then that's another 315 eow down the drain.

Just get Rhor with force 3 or Neon with adaptability. Under the rain, those 2 kill the most in 1 or 2 hits.

However, if they changed the buff to the odd rounds, then it is a different story.

According to kirbyskiller_508 it will buff your monster if its in the 2nd or 4th monster slot ie the 2nd and 4th round of a World Boss. Foresight would be to allow him to survive 1-3 debuff rounds in regular levels or PvP.

Then it is useful in WB then. Well, not sure how it will do in bot ladder battle, but I guess he is not as bad as I think. Thanks
