Upgrading Skill

I was just on The Ladder Tournament. It was surprised that I saw normal Neon use Thunderstorm +4. Seriously??!! As I know, we have to upgrading Neon before upgrading skill. Are there anything wrong out there???

Not really I have fought one guy several times with neon non-bronze with thunderstorm +4 as well. He also always outran my silver neon.. I think it's a bug in which the rank "gold" or "silver" rank doesn't appear.

I've actually seen a +6 today...i think it was shadow or darkrise

Sometimes the monsters rank doesn't show up. So you'll be fighting a silver neon with sts+4, but it just looks like a typical neon.
